Dr. Ruwan Perera, a distinguished scholar with a PhD in Electrical and Electronics Engineering from the prestigious University of Tokyo and the University of California, Berkeley, has dedicated his career to fostering international cooperation and promoting economic growth her in Sri Lanka. As an EAP Scholar, Dr. Perera has played a pivotal role in strengthening ties between Sri Lanka and Japan.
His commitment to bilateral relations is evident in his appointment as Chief Envoy for Japan Sri Lanka Foreign Employment Relations and Chief Representative for Japan at the Ministry of Ayurvedic and Indigenous Medicine. Dr. Perera’s entrepreneurial spirit has also led him to establish successful ventures, including Colombo International Airport Hotels and Rowelmark Pvt Ltd.
With his extensive expertise and passion for bridging cultures, Dr. Ruwan Perera continues to make significant contributions to the development of both Sri Lanka and Japan.

Sri Lanka has overcome a long and difficult civil war and is now steadily progressing toward recovery from its economic crisis. Amid this backdrop, a Sri Lankan entrepreneur who has long contributed to the growth of Japanese businesses is now embarking on a new challenge, one aimed at building a future
for his homeland through a relationship of mutual growth and equality with Japan. Moved by this vision, I will draw on the knowledge and experience I gained as a Secretary to the Minister of State for Regional Revitalization in Japan to promote business exchange and investment between Japan and Sri Lanka.
Through these efforts, I hope to help establish a true partnership between our two nations.
I sincerely hope to work hand in hand with Japanese companies and individuals who share this mission, to achieve sustainable prosperity for both countries.

As a gift to the Sri Lankan people, Little Japan offers a unique opportunity for children to experience and encounter Japanese culture firsthand. Beyond that, the project will host events and activities for Japanese visitors to connect with the local community. To further strengthen this bond, Little Japan will establish the LJ Scholarship Foundation and partner with multiple Japanese NGOs such as, Lily and MARRU. Additionally, the project will feature a Japanese restaurant and offer opportunities for locals to experience Japan firsthand through cultural exchange programs.
Imagine a vibrant enclave where the ancient traditions of Japan intertwine seamlessly with the warm hospitality of Sri Lanka. Little Japan is more than just a destination; it’s a cultural bridge connecting two nations, a testament to the enduring friendship between Japan and Sri Lanka.
